Cihigoyenetche, Grossberg & Clouse is a general practice law firm offering a wide variety of legal services ranging from litigation to business consultation and representation. We have extensive experience in both federal and state courts. Our attorneys take great pride in their diversity of interests and talents. Indeed, our members actively practice in such areas of the law as police civil liability, government liability, insurance defense, product liability, real estate, business, employment law, malpractice defense, premises liability, landslide and subsidence liability, appellate practice, entertainment and municipal law, and representation of special districts and water/wastewater issues.

The Partners
Jean Cihigoyenetche has been a licensed attorney in private practice since 1982. In addition to his BA from Cal Poly Pomona, he earned the degree of Juris Doctor from Pepperdine University School of Law. Mr. Cihigoyenetche’s primary areas of practice include municipal law, civil litigation, water and water reclamation issues, and business and real estate. His agricultural background benefits many clients within the agricultural preserve. He has served as an arbitrator for the San Bernardino County Arbitration Counsel, as Judge Pro Tempore in the Los Angeles County Municipal Court, and is currently retained as General Counsel for the Inland Empire Utilities Agency. |

Scott Grossberg has been a licensed attorney in private practice since 1986 and is one of our founding partners. After earning his BA from Cal Poly Pomona, he went on to receive the degree of Juris Doctor from the University of La Verne. Mr. Grossberg represents public entities, public employees, and government pooling authorities. He is admitted to practice law before the Supreme Court of California, and the Supreme Court of the United States. He has been a featured speaker and published author for many years on numerous topics including media relations, public speaking, memory, design immunity, handling tort claims, and police civil liability including providing special training to the Department of the Navy, Federal Bureau of Investigation and numerous law enforcement agencies throughout Southern California. Mr. Grossberg has served as a special prosecutor for the County of San Bernardino and as a Judge Pro Tempore for the Counties of San Bernardino and Los Angeles. |

Richard R. Clouse has been a licensed attorney in private practice since 1983 after earning the degree of Juris Doctor from McGeorge School of Law at the University of the Pacific. Mr. Clouse previously received his BA from San Francisco State University and later in 1995 completed a Fellowship in Comparative Law at Brasenose College, Oxford University UK. His focus is on civil litigation with emphasis on jail management and correctional officer litigation, defense of public entities, school district liability, product liability, wrongful termination and public sector employment issues. In addition, he has served as Special Prosecutor for the County of San Bernardino in California and is AV Peer Review rated in Martindale-Hubbell. |

Katharine Spaniac has been a licensed attorney in private practice since 1983 and we were pleased to have her join our firm in 1999. In addition to her BA from Pomona College, she earned the degree of Juris Doctor from McGeorge School of Law at University of the Pacific and in 1995 completed a Fellowship in Comparative Law at Brasenose College, Oxford University UK. Ms. Spaniac’s primary focus is on Civil Litigation with emphasis on construction defect cases, contractual indemnity, elder abuse litigation and assumption of the risk. |

The Associates
Anthony C. Ferguson has been a licensed attorney in private practice since 1999. In addition to his BA from Cal State Northridge, he earned the degree of Juris Doctor from Loyola Law School in Los Angeles. We were pleased to add Mr. Ferguson in 2005 as an Associate with our firm’s Los Angeles office. He maintains several industry memberships, serving on various committees including acting Board Member for the Mid-Wilshire West Community Council.

| Joseph E. Brick joined our firm in January, 2008. Mr. Brick graduated cum laude in 2007 from the University of La Verne, College of Law. While at the University of La Verne, Mr. Brick was a member of the school’s Law review for two years earning the title of Managing Editor. Mr. Brick was published twice in the Journal of Juvenile Law. Other publications include an article on negotiation theory which was selected for publication by the Rutgers Law Journal on Conflict Resolution. While in law school, Mr. Brick was selected to participate in Moot Court Honors and won numerous awards. Prior to law school, Mr. Brick received his Bachelors of Science in Geology from the University of Southern Maine. Mr. Brick brings his technical background to the firm where it has been utilized in cases involving landslides. |

Ronak N. Patel joined our firm in 2008. Mr. Patel graduated in 2006 from Thomas Jefferson School of Law. Prior to law school, Mr. Patel received his undergraduate degree with distinction in political science from San Diego State University. He has experience in commercial transactions and electronic discovery.

Shawn S. Haghighi joined our firm in December of 2009. Mr. Haghighi graduated in 2007 from Loyola Law School in Los Angeles. At Loyola, Mr. Haghighi was an active member in Phi Alpha Delta International Law Fraternity, serving as Marshall for two years, as well as moderating numerous panels. Mr. Haghighi has been a Judicial Extern for the Los Angeles Superior Court, and volunteered for two years for VITA (Volunteer Income Tax Assistance) assisting low income families. Prior to law school, Mr. Haghighi received his undergraduate degree in English from UCLA, with a minor in Policy Studies. He brings experience in personal injury, medical malpractice, harassment, and employment law to the firm.

Timothy K. Hobbs, II joined our firm in December, 2009. Mr. Hobbs graduated magna cum laude in May 2009 from the University of La Verne, College of Law, earning CALI awards in Evidence, Torts, and Constitutional Law I and II. Mr. Hobbs graduated with a B.A. in History with emphasis in American and European history from Arizona State University. During law school Mr. Hobbs clerked the La Paz County Narcotics Task Force where he helped to enforce Arizona’s strict anti-drug trafficking laws. Prior to law school, Mr. Hobbs was a small business owner and arborist.

Laurel A. Hoehn joined our firm in December of 2010. Ms. Hoehn graduated in 2004 from the University of La Verne College of Law. During law school, she was a member of the school’s Law review for two years earning the title of Articles Editor and was selected to participate in Moot Court Honors, winning numerous awards. Prior to law school, Ms. Hoehn received her Bachelors of Arts in Psychology from California State University, Northridge. Ms. Hoehn is the current President-Elect of the Western San Bernardino County Bar Association and brings experience in a variety of areas of law to the firm.

His prior legal experience includes personal injury and medical malpractice litigation, and Chapter 7 bankruptcies. Currently, Mr. Haghighi works primarily with municipalities, defending a broad spectrum of matters ranging from premises liability to inverse condemnation.

Neil R. Hedtke joined our firm in March 2011. He graduated in 2010 from the University of La Verne College of Law. Mr. Hedtke received his Bachelor of Science in Environmental Engineering from the United States Military Academy at West Point, New York. After serving as a U.S. Army Corp of Engineers officer in Korea and Bosnia, Mr. Hedtke held various sales and training positions with Pfizer and Sanofi-Aventis Pharmaceuticals.
